The Hong Kong Council of Social Service (HKCSS) acts as an intermediary, to establish a platform for different stakeholders, such as owners, NGOs, professionals, and other sector, to jointly promote and develop social housing. HKCSS coordinates the construction process of transitional social housing projects, including renting land from the government or private developers, raising funds, entrusting contractors, introducing interested organizations, connecting with relevant stakeholders, etc.
The qualified organization could apply to be the service operator and implement social service program for resident during the lease term. The programme aim at building network, and capital so that tenants can contribute to the community and be able to live independently in the community in the future.
Since 2017, HKCSS carried out “Community Housing Movement” (CHM) and “Modular Social Housing” (MSH). CHM provided social housing using the vacant building units in cooperation with 14 NGOs in the project.; MSH provided social housing using the vacant land with "Modular Integrated Construction" in cooperation with 3 NGOs in the project.
